    Ukraine has just had an Orange Revolution, while Georgia held free and fair 
elections. Civil liberties also have registered modest gains in the Middle East 
� most notably in Jordan, Morocco and Qatar. And the expansion of the European 
Union has deepened freedoms in the Czech Republic, Estonia, Hungary, Poland and 
Slovakia. But there is one important exception to the generally positive news 
in much of the world � Vladimir Putin's Russia.
