I suppose somewhere there is an "official" definition of fly fishing but
I've never seen one so your question raises some interesting point.

I'd say what differentiates fly fishing from other types of fishing is
the method of delivery.

If I were too define fly fishing it would be using the weight of the
line with relatively light tippets to cast ultra light surface, IE Royal
Wulff dry fly, or sub surface, IE nymphs and streamers, bait imitations
across the surface of the water and provide a natural action on the
retrieve..

In light of that I'd say the use of small lures or spoons would be iffy.

The fly isn't always fished on the surface.

The manner of casting with fly line would pretty much rule out the
practical use of a spinning or bait casting reels.
