Thank you everyone for your much appreciated advice.

When I measured the current with the meter the nixie did just faintly
glow at the bottom of the tube, so I have connectivity. I'm thinking
it's "cheap meter syndrome". It was only a $40 meter. Now I know that
my technique is OK I can approach this stuff with a bit more
confidence.
