Have you ever played with a Jacob's ladder? It involves a high voltage arc across an increasing distance formed by two wires that widen as you go up. The arc forms at the closest point between the wires, and the heat formed by the arc "pushes" the arc up the ladder. Your flicker bulb is similar in principle. The Jacob's ladder will not work very well upside down either.
