THese were the "amperite" brand ones? Amperite was very big into
ballast devices, which work to hold constant a value such as voltage or
current. The 0A2, 0D3 regulator tubes are an example of a voltage
regulator. The GE Glow lamp manual mentions using a neon lamp as a
voltage reference source.
(Zener Diodes are a fairly new idea.)
Sounds like this is what the tube was made for, and the lack of full
glow may not be "cathode poisoning" perhaps it is intentional.
