I have used superglue (cyanoacrylate) to fix several situations such as that. My applications have been on old Western Electric ballast lamps and switchboard lamps that have the glass envelope loose on the phenolic base.
The superglue works nicely, wicks it's way down into the narrow space between glass and base, and dries clear. I think it would work fine for your tube.
