I last purchased IN-18's in volume back in oct '03 at $4.50 USD a
piece, shipped.
They were (and probably still are) relatively plentiful, regardless of
how the ukrainian cartel have manipulated the market.
And I had never seen an IN-18 with a date marking beyond the 22nd week
of 1991 in all of the many thousands received.

If you look back at the neonixie-l archives, you'll find a brief on
the significance of the later date coded IN-18's,
and why your suspicions about remarked tubes being offered with 1992
date codes printed on them might have some validity.

Year later, the newer kit makers/tube buyers began showing up and
paying their ever escalating prices.
IN-18's seem to have reached their ceiling price at ~$40ea, in spite
of very high shipping costs.
