Definitely, absolutely degassing.  Sorry to say, but that tube is a "goner".  
You can tell by the fact that some cathodes show a larger area of discharge 
towards the end of the one-second cycle.  Not enough neon/argon to effect 
complete discharge.  Also, the cathodes should glow more purple when gas is low.
