I think they came that way from the factory. I bought some sealed boxes of IN-3 side-view dots, and they are also inconsistent in brightness, and some are smoky. Probably happened during manufacturing. What about the leads? Are they all the same length? If yes, chances are very good that these have not been previously installed.
