Can't say how it works, without getting up close to one, like in my
hands. Wonder if he's using something like a Royer oscillator:

But that's pure speculation (wild guess).
One little note: to save space he requires you to supply the output
cap (1uf, 250V), for currents over 8mA. Maybe he just has a small
0.1uf ceramic (1206 smt) on board ?
