A nixis is a type of neon lamp. Neon lamps were once used as Voltage references.

It takes a certian voltage to "strike" (light up) a neon, and then the voltage across the lamp itself will be the sustaining voltage. The differnce is droped across the resistors in teh circuit. onle the lamp is lit, a change in the supply voltage will be mostly seen across the resistor, and the volatge across the lamp will stay the same.

190V power supply with 140 across the tube sounds in the right ball park. but I have not read the data sheet on that tube.
