The source could easyly be found under Indonesian public officers.
Corruption is more rule as exception under minor officials , because their
pay is to low to maintain their family and they get the false model from
their high ranking collegues.
So you can imagine they make trouble with export permissions or even seize
the goods. An other possibility is he does not receive his components for
the same reason. All because he resists (or is not able) to pay the public
officer in question.
Indonesia is not a westen country, one looks at a different way to this
matters. 
Understand this explanation is highly speculative in concern of Ray See it
as an explanation of things that can happen there.
However, that he does not react on questions from memebers, nor apologizes
himself is a shame, but also undestandable, since Ray lives so long in the
country that he is fully adapted to the local customs. He may feel he lost
his face. Consider in South-East Asia, loss of face is in the local culture
the worst you can overcome and it is something you keep hidden if possible. 
Making somebody loosing his face is one of the worsest rudenesses you can do
to somebody !!

I agree, he was and likely still is a kind person.

I'm not going to speculate, but it is a shame, because he was very
individual, creative, and he would sometimes spend hours formulating replies
to some of my most naive questions. He was exacting and worked to very high
standards.
I doubt those aspects of his personality are any different these days.
