In many cases like this I've found that different manufacturers' equivalents/compatibles behave differently when under pressure or at an edge condition.. e.g. CD4013BC, HEF4013B, HCF4013, MC14013B etc.
Are you using the same manufacturer's devices in this clock as the other ones that do work correctly?
