What in the original post led you to conclude that he is "operating them outside the published specs"?
I've operated TTL and CMOS out of spec many times.... it doesn't ALWAYS lead to erratic performance. You have to pick and choose which specs to bend. For instance, standard TTL fanout is10 UL. But everyone knows you can typically get away with twice that. Depends on your circuit.
