I have blogged about the Elektronika 7 a few times. Those entries go into a 
fair amount of detail about the clocks and the dot matrix tubes in them:

I don't know about the IV-25, but the IV-26 tubes start dimming pretty 
rapidly after being on for some time. When first installed, the 
phosphor dots are brighter under the filament. Within a day or two this 
changes to an even illumination. After some thousands of hours, the dots 
start to be dimmer under the filament, until they are almost not lit at all.
