They have been used in “Электроника 7” clocks, which were very popular in 
offices and factories in Soviet  time.
I think IVLM1-1/7 Type1 were designed in similar manner to make dot matrix 
clock like    in “Электроника 7”, but smaller.

I don't know about the IV-25, but the IV-26 tubes start dimming pretty rapidly 
after being on for some time. When first installed, the phosphor dots are 
brighter under the filament. Within a day or two this changes to an even 
illumination. After some thousands of hours, the dots start to be dimmer under 
the filament, until they are almost not lit at all.
