I used paint stripper on the blades and then aluminum cleaner (see photos 
below). If your blades aren't aluminum, you would want to use a different 
cleaner. Is your fan a Wagner too? If so I suggest you look at this

Even if it isn't it is an interesting post about the insides of antique 
fans, and he has done others.
