Terry,
this is not Nixie and not a kitchen scale, but a store-one. Produced
sometime in the 70s by Croatian electronic factory Digitron in Buje,
apparently using Panaplex displays. I remember seeing them in stores as a
kid.
Top line in ad boosts "Weighs, calculates and prints". Coming before
barcode scanners were available, clerks would have to punch the price for
the item and scale would calculate and print the price.
