Hi Dan,
It's 35 volts DC, unregulated. It is a separate power supply
section, dedicated to the current demands of the LED's in the led
meters. I'm not near my PS-3 right now, but I believe the status LED for
that voltage actually says "Meter" on the front panel. This has nothing
to do with, nor should it, with the +/-18 volt power supply rails, which
is for the audio circuitry in your console.

P-1 -1: n/c?
P-1-2: +35 vdc (meter power supply)
P-1-3: 35 vdc ground
P-1-4: +18vdc (Audio Power supply)
P1-5: -18vdc (Audio Power supply)
P-1-6: Audio Ground
P-1-7: n/c
P-1-8: n/c
P-1-9: Audio input signal
P-1-10: Audio input signal ground
Notes: The 35v is just for the meter lamps, nothing else.
The connections marked n/c are actually not listed at all on the drawing.
