Well, it may or may not. Still could be either one so:
What I'd do first is to pull all the modules out of the console. Connect
the supply and see if it comes up. Then insert each module one at a time
to find the problem. ******You must power down before inserting the
modules, particularly with the logic stuff; I would 100% power down for
each module though. This can take a little while, but is the fastest
approach to find what is pulling down the supply.
The other possibility is the supply does have problems and can't
supply current under load. Do you have any types of meters (volts, amps,
ohms) a large resistive dummy load or the ability to make one? I can
give you tips, but if it's not something that your comfortable with or
have the gear, it really won't be of much help. If that's the case, you
may want to take Ike up on the offer to try his supply; if it works,
then you just need to have yours fixed; at least this will break the
problem down into which "half" is the issue.

Well yes, we (Analog Bros) fix modules, supplies, consoles, etc.
BUT,
we're in the process of moving into a new shop and house that I'm
building myself. My entire shop/lab/parts/etc. are in storage and I
don't see it being set back up till spring at the earliest.
I still think your problem is in the supply rather than any modules;
