/31 is not a valid netmask.

This is right, however the last address of a network is considered as
being the broadcast address -something you usually don't want to scan.
Hence Nessus always skip the last address.
You can however designate targets by other means that the netmask - you
can specify the IP range you want to scan (10.0.1.40-47)
