I'm having the same problem, on OpenBSD 3.1. Reverting to version 1.69 of 
nmap_wrapper.c fixed the problem for me. see:

a followup:  the built in nmap_connect() scan is fine.. EXCEPT.. there is
some plugin that has marked nmap as a dependency and tries to run
nmap_wrapper anyway...

any idea how far back to go with nmap_wrapper() to fix it?
Anyone else having a problem with this, running FBSD 4.5.
