There have been the same discussion on nessus-devel some time ago and
I don't think that XML would solve any problem.

This creates more: characters strings inside XML gizmos might need
escape sequences. This is a pain in the back.

And there is another much bigger problem: coordination between
translators' works. "diff" and "patch" might be the answer, or maybe
not.
I think that an independant message file for each plugin would be
better on this point. The format of the file (XML or whatever) is not
so important, as long as it does not require special tools for
editing! Otherwise, nobody will translate anything.
