Yes, you can use the "rpm" program to install the packages you need from the RedHat CDROM. Look in /mnt/cdrom/RedHat/RPMS.
As for "what do I need", it's pretty much a trial and error thing, maybe someone else has a more definitive list, but I just attempted a build, and when the build failed it usually said what was missing. Then I would go find that, install it, and try again. After installing packages from CD, use the Update Agent (KDE menu RedHat/System/Update Agent) to bring your system up to date with the latest security patches. BTW the nessus-installer.sh method of installing nessus works very well, and I would recommend that over other method of compiling and installing nessus.
