The command should be:

# ./nessus-update-plugins

if this doesn't work; then utilize a direct call to the bourne shell via:

# sh ./nessus-update-plugins

This error has shown up many times for me when executing  various older system 
admin scripts. I just direct it to use 'sh' and all is fine.
