Ok gang.  For some unknown reason, all I had to do is type in the
command nessus-update-plugins -v without the "./".  Go figure.  If
anyone understands this, please feel free to email me, but at least it's
working now.  Thanks for all of your help.

Try setting the env variable http_proxy. In our case, it would be

export http_proxy=http://192.168.1.1:3128

wget will respect that
