Morning,
1) is easy, run nessus-update-plugins on the machine acting as your
nessus server.
2) look at http://www.nessus.org/scripts.php but doing a diff on
your plugins directory before and after step 1) would do it i guess. (there
was a perl script floating around that did something like that and mailed
you the results I seem to remember.)
3) Yes, thus the "disable dangerous plugins" option for example.
