Build problem solved.

The problem appears to be that when building nessus-libraries and
specifying --with-ssl without specifying a directory for ssl, configure
correctly finds the installed location of libssl, but the nessus-config
that is built and installed contains a hypothetical default location for
libssl that bears no relationship whatsoever to where configure actually
found it.

Combine this with an old, forgotten, obsolete libssl.a somewhere else
*again*, and as Hollywood "comedy"[1] film reviews are so fond of
declaring, "hilarity[2] ensues."

[1] for values of "comedy" with definitions including the words stupid,
sophomoric, embarrassing, humiliating, and/or degrading, and
usually involving sexual innuendo, bathroom mishaps, or both. And
beer. Lots of beer. Mustn't ever forget the beer.
[2] personally, I don't think these people would know hilarity if it
leapt out from behind a parked bus and bit them in the ass. But
     that's another issue.
