This has something to do with running Nmap and/or Nessus as root.
It may be SuSE root user settings, or new kernel features in 2.4.21

Then it means that for some reason, Nessus can't ping the remote hosts.
Maybe it's the way your network card works. maybe it's because there is a
firewall on your nessusd host and that prevents some packets from going out.

In any case, it's a local configuration issue.
