You are wrong. There have been plugins released under another license
(os_fingerprint.nasl to name one). The plugins (C) Tenable have 
not been released under the GPL.

The goal is to stop the abuse from a handful (a large handful, that is)
of companies who put Nessus and our plugins on an appliance and claim 
that it's "their" scanner. If you are in such a position, maybe you
should have asked the copyright owner in the first place if you could
redistribute the plugins to start with (that's called common courtesy by
the way). If you did not even check the copyright, then shame on you.
