Since you said that you can ping the targets from your
nessusd host, enabling ICMP pings should enable Nessus to
determine that the targets are alive.

Was it open whenever you tried to scan before?

Also, when you said before that nothing shows up in tcpdump
logs, where are you logging activity? And are you using the
correct interface?
