Code that doesn't fix a bug shouldn't go into a release that is designated as 'bug-fix-only' (e.g 5.1.x, 5.0.x). It would go into a future release (at this point, 5.2.x, or 6.0.0). If you have a patch for a bug you submitted, attach it to the bug report. If you have a patch for a bug someone else submitted, create a new patch tracker item. Make sure the patch item refers the the bug (including bug ID). Also post the patch ID as a comment in the bug report. If a bug does not affect operation negatively, it will get a lower priority. If it is simply code cleanup, it's likely to stay in the queue, or even rejected, unless someone has the time to review it carefully to make sure it doesn't break anything.
