  - add libwrap support to snmptrapd (untested)
  - minor changes to snmpd libwrap support
  - configure fixes for libwrap

Looking at the diff, it looks like a typo (the opposite of a cut-n-paste
error). I can't imagine why there would be a different check. John, any ideas?
