Can you be a little more specific about the failure?
Windows does not have struct ifreq which is used extensively in interface_ioctl.c. I may have missed something, but I can not see where ioctl applies for Windows. If there is another workaround then we can go that way, but not building interface_ioctl.c seems to work. I will know more when I get past the -ldl problem.

Compiles and links that particular part, yes. Runs, I am not sure yet. I will keep it in my local CVS until I can test thoroughly.
