Um, what's the purpose of this?  I am some what hesitant about
implementing something like this since I'd bet (not having looked at
the code admittedly) that it doesn't properly change the VACM tables
as well?  The VACM already allows you to not allow SET access, so this
is nothing more than a simplified duplication right?  Regardless, it
must be reflected in the VACM tables if you're going to support this
since managers might query them to see what they're allowed to do.

Why are we even trying to make this an option in the first place?
It's taken SNMP years to try and become something usable for SETs and
this seems like a step backwards not forwards.
