No!  That's wrong!  It must not find the other files!  If you do what
you've done you'll break many things, including our own make test
suite!

If people want files to be read, the must properly set SNMPCONFPATH.
If they didn't include some directory in that path its probably
intentional.  It'd be like your shell deciding to never let you wipe
out the PATH variable with something of your choosing and always
appending whatever you said.

Now, having said that, I'm all for the ability of a + sign to be
recognized to add the new values to the default path set.  But only if
a plus sign is present should it do this.
