Unfortunately, I think that's probably lost in the mists of time.
This chunk of code has been there since before the UCD project
existed - it seems to be part of the original CMU code. It's
certainly there in the cmu-snmp-linux 3.5 tarball (which is about
the earliest I have code for!)
I very much doubt if *anyone* can recall what it was intended for.
