Technically, no. I'd say that this bug would qualify as a "showstopper", so it would be perfectly valid to fix it within the RC-stage. (Though it's obviously preferable to fix it *before* rc1!) Alex's bug isn't really a showstopper in the same way, so would need to either be fixed *before* rc1, or wait until after the post-release freeze was lifted. But that's just quibbling - I think the two of you have answered Wes' question.
