You might read the logs to see if there is some explanation there.

There are something things that it'll be hard to test for under
configure because it requires root privileges to do the test...  Also
it's possible that we may simply not want to do some things because
they're broken under one functionality (which rings bells for me).

Requiring root privileges would be the most valid reason for hardcoding instead of configure. Brokenness IMHO is not, since it should be possible to check (in configure) for (non-)brokenness of the functionality in question.
