1) the reason i ask this question (effect on static routes over serial) is that when i do a "ping" on the target address(goes thru) and subsequently check the arp cache, i find no entries. neither do i find these addresses in the atTable of the router. Now does it matter?
 
2) The consequence of broadcast address is that traceroute stops when it reaches the interface. The loopback address is not considered at all(which is the ip address passed as parameter to traceroute).

I would assume this means a media where there is no 'next-hop' - data is
broadcast, and it may or may not be picked up by another interface. If you
have a next hop address, use it. If not, use the interface address.
