Then that's a question for the kernel people, not us.

Network management is simply concerned with reporting whatever
information is available.  If that information is incomplete or
wrong, that's Not Our Problem  :-)

That seems reasonable, if you think about it.
If you have to broadcast a packet to get it to the next router,
then there's no sensible way to report which box this will be.

It's not clear whether you're talking about "snmptraceroute"
or the standard traceroute command.  The latter would again
be a question for the networking experts, rather than us.
