"Intention" might be putting it a bit strong, but I'm not
convinced that it's necessary to drive configure "upwards"
(from architecture-specific routines to the generic wrapper).

At the moment, I think it's probably sufficient to have
the top-level 'hardware/memory.h' pick which modules are
required.

But that's open for debate, of course.
