Ok, so I think we should change the pre/rc versioning scheme.  The
purpose was to at least have the tools report what was being used.
I'm not sure why we were forcing no-letters in the first place.

Choices, IMHO:

1) make net-snmp-config use letters too (everything else does).
   5.4.pre1 stays 5.4 instead of becoming 5.4.0.1 (which I always
   thought was broken).
2) make 5.4.pre1 become 5.3.80 and rc1 become 5.3.90 (extrapolate from
   there).  This is sort of common practice (well, the 90 is...  the
   80 less so).  But it at least allows comparisons.

I'd opt for 1.
