I'm somewhat irritated. We *have* started to support --enable-as-needed
already for 5.4 (default to off), but just for libcrypto and libsensors.
This is just incomplete and the corresponding
"configure --help" output promises more than it does.

If there isn't a +3 consensus to fix this now, can it be done at least
for 5.4.1? I'd rather not wait until 5.5 to fix --enable-as-needed
(still default to off, mind you).

5.5 will hopefully come with a proper configure test and do the best
thing it can do based on that.
