The changelog in main does not appear in V5-3-patches, eg.  But the
changelog from V5-3-patches does appear in main.  The only reason
being it's a complete history of the project as the project goes
forward in the main line.  Could they be left out?  sure.  The goal
being better release of more information, not less information.  I
take it you're opting for decreasing the information.

(To be honest, actually, I'm not sure all the release deltas are in
the main line; I'd be shocked if it was actually fully complete).

Actually, this is somewhat a moot point.  I think very very few people
read that file.
