I think the current ID kind of implies that in the case B>R extra B's
are ignored (they simply will never be used) and I agree with the idea
that R>B means that some varbinds will be treated as an unlimited
GetBulk since there is no bumper.

One can discuss whether there should be something like a
max-repetitions parameter for this particular case. Personally, I
would assume that B ! =R is kind of an anomaly and I would not
optimize for this case (an application which wants GetBulk behaviour,
should be using GetBulk). Adding a max-repetitions value may require
to depart form the common PDU format.
