If you don't have a specific need to exclude specific MIB modules
(and particularly given the problems you've been having so far), then
I'd suggest you stick to the default setup as much as possible.
Once you've got a working environment, *then* perhaps consider
what you might want to omit. But it's unwise to make things more
complicated than you have to.
So, no - don't use --with-out-mib-modules.
