There appears to be work currently underway, to develop a MIB for
NTP applications (servers, clients, etc), under the aegis of the
IETF NTP working group (http://www.ietf.org/html.charters/ntp-charter.html)
See
    http://tools.ietf.org/html/draft-ietf-ntp-ntpv4-mib-04
for the latest MIB draft (Feb 08)

I suspect that this is probably based on the CISCO-NTP-MIB
    (http://www.mibsearch.com/mibview/CISCO-NTP-MIB)

Try asking on that list for the current state of play with this MIB.
