Nope.
You are long past the standard stuff that 'configure' can deal with.
If you want to strip extra stuff out of the agent, then you're looking
at tweaking the build environment manually.
Edit the files 'include/net-snmp/agent/all_handlers.h' and
'agent/helpers/Makefile' to omit the helpers that you don't think
you need. Then re-compile.
