Yep.  That was put in because of the number of people that had
tcpwrappers installed but didn't want to get flooded with messages.

I actually think the way the tcpwrappers stuff was added was always sort
of odd in the fact that it logged every connection in the first place.
But I think, at the time, it was the common way in which tcpwrappers
based programs were used.

What *should* have been done, IMHO, would be to make the logging more
configurable and default to off (which would have been
non-pseudo-standard).

I think at this point we should have a config token that at least allows
turning off the logging entirely (which can then also shutdown the cache
maintenance).
